It varies: the earthed screen has often been regarded as a safeguard,
with basic insulation to the primary circuit. More recently, the
realization that the screen must meet the fault current requirement may
have changed the thinking on this subject. The screen also has a
functional role in reducing mains-borne conducted interference.

Classes O and OI are not permitted now in almost all European countries.

AFAIK, that term has not been used. Class II is not allowed to have any
sort of earth terminal by some safety standards.
