Eric, Barbara did a great job with the EU requirements. The standards she mentioned are very clear, relative to FCC rules, and are easily understood. That said, the FCC does have a Measurement guideline for DSSS radio devices. I don't have a link to the FCC website to give you, but I do have a copy of it that I would be glad to send you.
You don't mention the frequency of your device, but I assume it is 5.8GHz since you say you must test to 40GHz for FCC and 59GHz for CE. For the FCC there is no restricted band close to the 5.8GHz band, however you must still show that on your lowest and highest channel setting that any part of your emission (Skirt) that is out-of-band, is 20dB down from the carrier. The Directive requires that you satisfy the Essential Requirements Art. 3(1)(a) Compliance with the Low Voltage Directive, with no voltage limit applying in your case EN60950; also RF Exposure EN50371 is the Generic RF Exposure Standard if no Product Family Std. is applicable. Art. 3(1)(b) Compliance with the EMC Directive, the appropriate standard for RLAN/WLAN is EN 301 489-17. And finally Art. 3(2) Radio Spectral matters, as your device operates in the 2.4GHz as well as the 5GHz band, you will have 2 different standards to deal with. The 802.11b is easily covered by EN 300 328-2 v1.2.1; there is a newer version of the standard that some EU Member States insist upon for 802.11g and that is EN 300 328 v1.4.1. This standard has been adopted as a European Norm but has not yet been published in the Official Journal (OJ). The same holds true for the standard covering the 5GHz range, EN 301 893 v1.2.3, it has been adopted but is not yet published. Please note that where a standard is not published in the OJ is is not recognized as being a Harmonized Standard according to the Directive. Where you test to a standard that is not harmonized, you must consult with a Notified Body for the proper test suite to follow, develop a Technical Construction File (TCF), submit the TCF to a Notified Body for their Expert Opinion, apply the Notified Body's Number to the marking along with the CE Marking and the Class Identifier. You must also carry out the Notification process 4 weeks in advance of shipping the product into the EU. Please also keep in mind that there are different restrictions across the EU as to the use of 802.11a technology. EN 301 893 v1.2.3 also requires that you test the device for Dynamic Frequency Selection and Transmit Power Control, not all test labs are set up to do this testing. Good luck. FCC is not too confusing because I'm currently doing the same thing for 802.11b. I'm not very familiar with the CE portion of the marking. I'm lost in the newapproach and cenelec websites because I don't know what I'm looking for initially. What directive will an 802.11a transmitter fall under? What I do know: I need to test to 40GHz for FCC RE. I need to test to 59GHz for CE radiated emissions. What I don't know: In band transmitter power limits for CE. Band edge measurements for FCC or CE? Are there restricted bands around there? I'd like to see a HOWTO or something similar for these tests. not even a HOWTO would be needed. Maybe just a checklist of things to do.
