EN 1837:1999 'Safety of machinery. Integral lighting of machines' provides some useful guidance in this area, but of more use in your specific application would be HSG38 "Lighting at Work" published by the UK Health and Safety Executive, ISBN 0-7176-1232-5. This recommends illuminance of preferably 200 lux for office work but also contains a great deal of useful general information about things like contrast, glare etc.
