For general office environments, my 1976 edition of the Westinghouse Lighting Handbook suggests 100 foot-candles minimum maintained illumination (minimum after accounting for dirt in luminaires, some burnt out lamps, etc). Note: 1 foot-candle = 10.76 lux.
