Kris, You are right of course about the lower band you mention being covered OK by Category 44 of the LIPD Class Licence. Regarding the upper band (5470 - 5725), there is no Class Licence covering equipment in this band at this time. The ACA Proposal concerning RLAN and FWA equipment in the 5 GHz band (mentioned by Martin Garwood in his reply) should provide you with ACA intentions concerning this freq band.
Bottom line therefore at this time is that your equipment can be introduced to Australia if it operates in the 5150 - 5320 MHz band under Category 44 of the LIPD. There is nothing stopping equipment operating in the upper band (5470 - 5725) from being imported into Australia however, if it was supplied it could be argued that such a product was "not fit for purpose" because there is no Class Licence allowing its use by any user. All indications are that the ACA will act on the proposal concerning RLAN and FWA equipment in the 5 GHz band sometime this year. What is eventually implemented will naturally depend upon comments received concerning the proposal. Lastly, please note that the ACA Standard (one of the links Martin Garwood provided) which mandates parts of AS/NZS 4771 is only applicable to ISM (Industrial, Scientific or Medical) spread spectrum devices operating within the 915 - 928 MHz, 2.4 - 2.4835 MHz and 5.725 - 5.975 MHz bands. In addition it also include to new "Digital Modulation Transmitters" Categories - Category 45A & 45B. Category 45B provides for Digital Modulation Transmitters in the frequency band between 5725 - 5850 MHz with a maximum EIRP of 4W.
