You are describing an over-power limiting circuit in the output of the power supply. Whether or not the over-power limiting circuit is a part of the power supply or is an added circuit is inconsequential to the requirement. This is okay, provided that even with a single, worst-case fault IN THE OVER-POWER LIMITING CIRCUIT the output does not exceed 100 watts. In my opinion, this is not a trivial design challenge, especially if you want the limit to occur at, say, 95 watts, just under 100 watts.
