How about if an active circuit is placed between the SMPS and the load
that will limit the maximum delivered power to <100W even in the case of
a single fault?

LPS has two, independent requirements, 100 watts
and 8 amperes.  (For a 24-volt output, the 100-
watt criterion is the critical criterion because
it occurs at about 4 amperes.)

Both requirements must be met under BOTH normal
operating conditions and with a single fault in
the regulator circuit.  

These requirements are NOT related to the output 
rating.  Instead, they are measured with the 
worst-case load applied to the output terminals.

Assuming a SMPS, under normal conditions, a 100-
watt rated output will surely output much more 
than 100 watts into a worst-case load.  

Under single-fault conditions, the output will 
approach 200 watts, maybe more.

As a general rule, for rated outputs up to about
100 watts, the measured output with worst-case
load will be about twice rated output.  LPS 
generally applies to power supplies rated up to
about 60-70 watts.  As the output approaches 
100 watts, regulators cannot provide sufficiently
accurate power discrimination, so the output must 
be fused in order to comply with LPS.

Your 100-watt, 24-volt supply will be LPS if you
put a 3-amp or 3.3-amp fuse in series with the 
output.  Of course, you only get about 75-80 
watts of useful power.
