A power supply rated for 24 V, 100 W, might not meet LPS
requirements.  Tables 2B and 2C of the 60950 standards apply
under worst-case loading conditions.  The limitation of 100
VA is into a Thevinin equivalent impedance (for practical
reasons, usually only resistance is used in testing).  A
supply rated to deliver 100 W can typically deliver greater
than 100 W under maximum power transfer loading.

Maximum available current is also a concern (it is *not*
always a short-circuit).
