FWIW I didn't doubt the "correct" nature of the commission requirements.
In my case the product was data acquisition and light industrial controls. By themselves they didn't satisfy an end function, such as a CD player or home appliance. I agree that the ordinary consumer has virtually no interest in a DoC, and typically even the user manual is often discarded. The customer in my case sometimes needed detailed EMC information, or in some cases SHOULD have read our DoC before undertaking a system project. (Even a few customers made unfortunate and faulty assumptions without consulting the supplied DoC.) Some would have specific requirements, such as unusually high ESD test levels. I wish I could say how many customers downloaded the DoCs from our web page. Early on though, I did get requests for them, and they were most often required when the sales department or various EU branches were doing bids on system projects. I never heard from them anymore unless they couldn't find the DoC online or on my corporate database where I kept DoCs and technical files.
