I would caution against this for the following reasons 1. My understanding is that OSM decisions are not legally binding as they are standard interpretation agreements amongst participating CENELEC Members. Only the standard is legally binding. I was advised of this by several of the Technical Experts at TUV in Germany 2. In some cases these decisions may actually relax the current standard requirements. In this case a relaxation may be accepted by countries in the EU but may not be valid in non EU member countries such as in Asia/ Pacific, etc..... As Scott mentioned in some cases OSM decisions are interpretation agreements amongst the CENELEC Members to accept a modification to the current standard until they can be incorporated into the next edition or amendment. OSM Decisions are useful in that they can help to clear up some of the gray areas in the standard but in any case you should always follow the official standard and when in doubt use the most stringent requirement as this will help to avoid problems when going for National Certifications outside the EU................
