My experience is that there are 2 paths in the FCC -- one that interprets the rules that exist today and one that considers new issues that may ultimately become a notice for proposed rule making. Your response was the former. If you find the right person to listen to your logic for a future benefit, the wheels may start rolling, but it will still take awhile to reap the benefit. This seem to be logical & realistic. When I sent an enquiry to FCC about this, I received the below reply. I hope I have not raised my question properly to FCC. I request you the gurus to point me the right clause of FCC that gives an exemption to "intentional radiator" from the conducted emission testing for the frequency in which it is operating. If so which part / section of FCC specifies this? Answer There are no alternatives to the conducted emission limits in Section 15.207 for intentional radiators operating under Subpart C of Part 15.
