Robert, Sorry to have gone off the straight and narrow in my replies. I believe that end equipment (phones, handsets, modems...) don't have any requirement from the FCC (i.e. CFR 47) to work in a power outage.
The part about your question that bothers me is "in a work place". Those four words give me fits. I fear that there may be some OSHA (national) or some state/local workplace safety regulations that could have an effect on your question. My gut feeling is that some small workplaces (especially home offices) don't have any additional regulations. However, I just wonder if certain regulations kick in for workplaces that have a certain number of employees or perhaps workplaces that work in various hazardous industries. I personally don't know enough about the workplace environment to provide any more guidance. Hopefully, there is some "lurker" in the group who may be able to help you, now that you have pinpointed your question.
