Marko - The use of electric power generators in COs existed before Part 68. If any regulation is to be found, it will not likely be in 47 CFR, and isn't, according to the searches I just completed on the terms "reliable," "reliability."
Never underestimate the motivation of a positive revenue stream. (Early users of ISDN in the US may wish to quibble with this argument.)
