Hey Peter, I am willing to bet a beer that there is something in 47 CFR (FCC) that requires a certain battery back-up for Analog POTS services. RBOCs are still regulated monopolies and wouldn't keep investing in battery back-up without the proper regulatory requirements in place.
There appears to be almost zero financial incentive to motivate them. Think about the financial impact of not providing service during a black-out: - Home customers will still pay the same rate - Business customers *may* get a reduction in billing *if* they complain and *if* they have some type of QoS contract in place and *if* the contract doesn't exclude "Acts of God". Too many "ifs" to be a significant loss of revenue, IMHO. Don't forget one thing, the battery back-up systems operate for <4 hours (can be extended with a diesel generator at larger COs) so how much revenue is really protected compared to the huge investment? I don't see a valid business model here so it smells strongly of regulation. The search terms you are using are not returning a positive result but it is difficult to predict how a requirement such as this could be written in the "US Federal Legalese" language. If any regulation is to be found, it will not likely be in 47 CFR, and isn't, according to the searches I just completed on the terms "reliable," "reliability." Never underestimate the motivation of a positive revenue stream. (Early users of ISDN in the US may wish to quibble with this argument.)
