Dear Sato & Other experts,
Thanks for the link. It seem to me that verification is much easier
than DoC. I think not all the labs are permitted to perform tests for
verification.
1. FCC listed lab is sufficient for Equipment authorisation
(Certification).
2. Accredited labs only can do testing for issuing a DoC.
So what is the criteria to be fulfilled by a lab to do verification?

For descriptions about the verification, please read 47 CFR Part 2,
especially section 2.902, and 2.951 to 2.955.
The section 2.955 includes detailed requirements for the test records.
Requirements for other authorization procedures, such as Declaration
of Conformity, are alao available in the Part 2.
