The instruction manual should includes information required to use the product as intended, without making the system (the panel in this case) cause excessive emissions. See also 47 CFR 15.105 (a) for the information to the users. AFAIK, we should apply Verification, not Declaration of Conformity, for Class A digital devices - see 47 CFR 15.101. 47 CFR 15.101 (d)(1) also says "No authorization is required for a peripheral device or a subassembly that is sold to an equipment manufacturer for further fabrication...", which may applicable to this case.
