The original design at 150KHz used a hearing aid battery
and lasted for over 40 hours of operation.

Moving up just to 3MHz, the battery suddenly became one of
those $20 camera batteries, lasted only 20 hours, and
radiating power was now measureable...got caught between
just under the radar for energy transmitted - IT COULD NOW
BE SEEN AT 10 M.  

Result:  Project failed.  

Now back at 150KHz, worked great, battery friendly,
couldn't even see the energy, so why couldn't we use that
spectrum?  Because, by definition, not allowed to.
