Joe, I know it doesn't answer your question directly, but it might help frame the discussion to know that at a UK DTi seminar on the RoHS directive last week, it was explained that the primary reason for these exclusions was because reliability data for alternatives to lead solder (etc). is not yet good enough to be sure that these newer technologies are suitable for safety critical application such as industrial control and medical devices. The Commission is due to review this in 2010 (?).
I'm going to be keeping an eye out for the results of reliability studies over the next few years to give me a feel for whether these exclusions are likely to continue. You may care to do the same.
