The standards for harmonics and flicker (really voltage changes) apply to products that can be expect to be connected to the public Low-Voltage electricity supply. It might be assumed that Class A equipment would always be connected to a 'private' supply, interfacing with the public network only at Medium or High Voltage. But the electricity suppliers are sceptical about that assumption.
