To respond directly to your question (and not questioning if you use the right standard), you’re right in saying that there is no requirement directly stated in the standard but if you consider the intent of it, this insulator should be such that the highest level of your ESD pulse couldn’t pass through. In other terms, if you apply an air discharge to the insulating material at the highest level of the ESD test you want to perform and the ESD pulse go through, the insulator is not sufficient.
