Hi Kris It can depend on the country. Generally speaking though, when SAR is required you will have to show compliance at the specific frequency of concern. You would also show that where simultaneous operation is possible that operation of one transmitter will not cause the SAR to exceed the limit. For example, if you had a 5GHz WLAN and a BT that could operate simultaneously you would perform SAR for the 5ghz and then show that the BT did not cause appreciable increase of the SAR. You would not generally have to show SAR for the 2.4GHz BT unless it was a higher power level BT.
In any case, simultaneous operation would have to be addressed. For EMC you would still have to show that simultaneous operation, where possible, did not cause the system to go out of compliance.
