The DTI's position on this as I understand it, is that if the product
is refurbished, repaired etc and given back to the original customer
then it is not required to be re-WEED(?).  If it is re-sold as new then
it does.  If the reburbishment or repair introduces new parts then these
need to be ROHS compliant if the original product is.

In the context of WEEE/RoHS, but perhaps with a more general application
to the CE Mark and other Directives, what is the position regarding
refurbished product?  

I assume the answer is that a product that has been refurbished is being
placed on the market again when it is sent back into Europe.  It is
somewhat possible for a counter position that it was placed on the
market when it was new, and this 2nd life doesn't count.
