Are you sure it's an undated reference. Don't look at Clause 2 but at 
Annex ZA. CENELEC now recognizes the problems with undated references, 
and prefers dated references.

While 'dated' and 'undated' references both have advantages and 
disadvantages, more or less balanced, the overriding advantage, in my 
opinion, is that with a dated reference, there is NO DOUBT as to which 
version shall be used. The subject is still under discussion in 
IEC/CISPR, though. One might have thought there was quite sufficient 
'uncertainty' in EMC already, without adding uncertainty about which 
edition of each standard applies on any given day.

In my opinion, you must have access to a copy of the standard if it is 
'applied' to your product. It isn't sufficient to ask others what it 
says.
