I can't remember anything about both fuses opening, with respect to EN60065
and I've been using it ever since it was HD195S6.  There's certainly no
mention of it in the 2002 edition.

Actually I'm sure I remember a UL1270 or UL1492 requirement that if a
non-polarised mains plug was used with Class II equipment, both the live and
neutral HAD to be fused.

I could be wrong on both counts though, I'm relying on my fading memory....

I recall somewhere that *if* you have a fuse in both lines,
you MUST have them open at the same time.  In other words,
you cannot have two, independent fuses there.  

If that requirement is not there, it should be.  IMHO
