Chris, we retest whenever we know or suspect that the EMC profile of a
system has changed. Putting in "'more modern' parts" for example could
introduce faster rise times of signals and hence more harmonics. We have
seen equipment go out of compliance due to a die change in the same
component from the same manufacturer. And often new tests are prescribed by
the standards writing groups.
If the compliance certificate is still currently valid then I would think
that time is not an issue.
