Yes, you do seem to have identified the underlying 'feature' of -2-17. 
It appears now that there is a proper liaison between TC96 and TC108 
9and TC55), which should resolve the matter.

The information IS in the public part, but fairly well hidden. You can 
get there from the front page, and that leads you to the URL:

http://www.iec.ch/searchtech/tc_wkgrp.htm

Enter '96' in both 'TC/SC interval' boxes and click 'submit'. That gets 
you to the list of WGs of TC96, and if you click on:

PT 61558-2-16: Development of IEC 61558-2-16 "Power supply units 
incorporating a transformer

you get the contact details for the project leader and the names of 
members with country codes. I do not recommend putting the names on a 
public forum, however. People can be sensitive.

The contact details for members ARE in the restricted part, but for TC96 
those details have not been put on the database.
