There is a potential problem here. I would advise the enquirer to go to:

Then click on 'Preview', which allows you to read the first 31 pages of 
IEC 61558-1.

Episode 1: the bad news is that it is a Group Safety Publication, so IEC 
60950 would be expected, in future, to refer to it for such things as 
wire specifications.

Episode 2: the better news is that this Part 1 is NOT meant to be 
applied to specific products; it is meant to be used in conjunction with 
a section of Part 2, which specifies the tests and requirements in Part 
1 that are applicable to a specific type of transformer.

Episode 3 is that the section of Part 2 applicable to switch-mode power 
supply transformers is section 2-16, which has not yet been published.

Episode 4 is that it MIGHT be agreed not to amend IEC 60950 to call up 
IEC 61558-1 and -2-16, but to defer that for the new 'multimedia' 
standard that will replace IEC 60950 and IEC 60065.

If, as reported here, there is a problem with making SMPS transformers 
using wire conforming to Annex K of IEC 61558-1, the people affected, 
and those directly concerned in IEC TC96 and IEC TC108, had better talk 
to each other. Maybe section 2-16 will not call up Annex K of Part 1.
