I got that too when I tried this morning. Not sure why. It worked when I double checked it on Friday. Maybe it "resets" or something when you close your browser?
Try http://europa.eu.int/eur-lex/lex/en/index.htm And select "Simple Search". When that page comes up Select "Search Terms" as the search parameter and then... Enter the Directive number [e.g. 89/336/EEC] as the search term and the list of items comes up ordered by date as the default. If you do the search for 89/336/EEC, the first document that comes up is the list of standards. Select the pdf and you can see it.
