>From UL60950-1:

1.5.6 Capacitors in primary circuits
A capacitor connected between two line conductors of the PRIMARY CIRCUIT, or
between one line conductor and the neutral conductor, shall comply with IEC
60384-14:1993, subclass X1 or X2. The duration of the damp heat, steady
state test as specified in 4.12 of IEC 60384-14:1993, shall be 21 days.
A capacitor connected between the PRIMARY CIRCUIT and protective earth shall
comply with IEC 60384-14:1993, subclass Y1, Y2 or Y4, as applicable.

1.5.7.2 Bridging capacitors
It is permitted to bridge DOUBLE INSULATION or REINFORCED INSULATION by:
– a single capacitor complying with IEC 60384-14:1993, subclass Y1; or
– a single capacitor complying with IEC 60384-14:1993, subclass Y2, where
the
equipment RATED VOLTAGE is less than 150 V with respect to neutral or earth;
or
– two capacitors in series, each complying with IEC 60384-14:1993, subclass
Y2 or
Y4.

A Y1 capacitor, or a Y2 capacitor used in accordance with the above second
dash, is considered to have REINFORCED INSULATION. Where two capacitors are
used in series, they shall each be rated for the total WORKING VOLTAGE
across the pair and shall have the same nominal capacitance value.

A tech note, "Voltage and Agency Markings on Agency Approved RFI

My questions are:
 1.                  Does this mean, in the US, for capacitors rated above
250VAC, a capacitor manufacturer doesn't need to worry about regulatory
requirement/approval?
2.                  Is there any other UL standards covering capacitors for
ITE, audio/video, lighting equipment, such as IEC 60384-14 which covering
higher voltage rating?
3.                  How does a product manufacturer determine capacitor
ratings?   Does it base on the product standard?  For a 277V/480V dimmer
module (
http://www.crestron.com/products/show_products.asp?type=commercial&cat=14&su
bcat=1007&id=1077), how to determine capacitor ratings?
