A tech note, "Voltage and Agency Markings on Agency Approved RFI Capacitors",

"...In Europe most RFI capacitor applications require that the capacitor be
approved according to EN132400 (IEC384-14) at the nominal line voltage.  
Accordingly various capacitors have various rated voltages for Europe. ...

 

In North America nearly all applications involving voltages above 250VAC have
no agency requirements on the capacitors themselves. In fact there is no UL or
CSA approval that is valid for these applications. When one submits a
capacitor for UL1414 or CSA C22.2 No.1 approval (applicable only to TV, radio
and certain telecom applications) one has only two choices for voltage: 125 or
250VAC. There are no other options."

 

The scope of UL 1414 (titled: UL Standard for Safety for Capacitors and
Suppressors for Radio- and Television-Type Appliances) states (

"... These requirements cover capacitors rated not more than 1.0 microfarad,
85°C, 250 V, and 60 Hz that are employed in radio, television receiving, and
similar appliance circuits where breakdown of the capacitor results in a risk
of fire, electric shock, or injury to persons. ..." 

 

The scope of the IEC 60384-14 - Ed. 3.0 (Fixed capacitors for use in
electronic equipment - Part 14: Sectional specification: Fixed capacitors for
electromagnetic interference suppression and connection to the supply mains)
states

"This part of IEC 60384 applies to capacitors and resistor-capacitor
combinations which will be connected to an a.c. mains or other supply with
nominal voltage not exceeding 1 000 V a.c. (r.m.s.) or 1 000 V d.c. and with a
nominal frequency not exceeding 100 Hz."

 

 

My questions are:

 1.                  Does this mean, in the US, for capacitors rated above
250VAC, a capacitor manufacturer doesn't need to worry about regulatory
requirement/approval?
2.                  Is there any other UL standards covering capacitors for
ITE, audio/video, lighting equipment, such as IEC 60384-14 which covering
higher voltage rating? 
3.                  How does a product manufacturer determine capacitor
ratings?   Does it base on the product standard?  For a 277V/480V dimmer
