The rules are different for different directives. The Machinery Directive requires each piece of machinery to be accompanied by a DofC whereas this is not the case for the LVD and EMC Directives (IIRC) Chapter and verse on this is in the Commission's 'blue guide'. I'd point you to a place where you can download it but the Commission's web site seems to be broken (annoyingly, an increasingly frequent occurrence, I find).
