Actually, in scanning the entire document I found this phrase in several areas. At first it seemed funny and then I realized that someone must have done this somewhere and it resulted in a lawsuit. Robert suggested that the purpose was to avoid moisture, but I think the environmental consideration allow for this in most approved switches. It is very likely that since bathrooms can be locked, any delay in locating a disconnect switch should be avoided.
