Accessibility was probably not on the minds of members of the code panel, but I can see where it might be an issue. Many homes have locks on the bathroom doors. From personal experience, I can tell you that there are times when that door will be locked and the person in the bathroom is either unable or unwilling to respond. Under such circumstances, a disconnect in the bathroom would not be readily accessible.
