I don't know the difference between a "brush discharge" and an arc. What I
see is a bright, fat, fairly straight discharge that occurs with a readily
audible snap.
We indeed have tried cleaning the barrel of the terminal block to no
effect.
We probably will go with some sort of washer or insulator block (the
terminal block has 4 terminals, so a single part to cover all 4 would be
desired). But in the future we may wish to avoid the extra part and go with
a terminal block having a longer barrel. However, we don't know how much
longer we need to go, thus my question #2.

Is it really an arc, or something like a 'brush discharge'? Does it
happen if you clean the insulator surface with isopropanol?
You could probably stop it anyway by putting a stout insulating washer,
around 6 to 10 mm diameter, between the solder tag and the barrel.
