The EU Packaging Directives went into force in June 1996, 10 years prior to
ROHS Directive.
In relation to reduction of waste there are three EU Directives relevant to
packaging:

2005/20/EC
*
94/62/EC
*
2004/12/EC.
In 2005, Directive 2005/20/EC amended Directive 94/62/EC.
Per 2005/20/EC, the sum of concentration levels of heavy metals (lead,
cadmium, mercury and hexavalent chromium) present in the packaging components
shall not exceed 100 ppm by weight.
Refer to the Directives for details.
