Scott, if you are receiving the full EMC test reports from your
parts/equipment vendors then you can be fairly certain that EMC testing was
performed. If you are receiving only the DoC and it details the specific
EMC standards that the device was tested to then EMC testing was probably
performed. If you cannot get either the full report or the DoC then chances
are that EMC testing was not performed.

Be aware that vendor products can pass EMC testing on their own and then
cause problems upon being integrated into your equipment/system. So the
final testing still has to be performed on your system.

Bob,

We are buying products from the suppliers.  In order to comply with EU
Directives/local regulations, we request the suppliers to provide the LVD &
EMC compliant reports.  As a responsible suppliers to our customers, we
would like to check if the doc conforms to the product supplied as far as
practically possible.  Of course, we can submit the product to public
laboratory for re-testing it again but it is not viable to do so except the
preference from the public laboratories.  I believe it is a common practice
and every company is facing the same challenge, i.e., when you buy some
components, how can you test them at public laboratories.

We receive LVD & EMC compliant reports issued by public laboratories from
the suppliers of electrical appliances.  As the applicant and the model
number are of the supplier.  Are there any practical ways to verify the
reports conform to the product based on due diligence?
