Tim There must be somebody even for residential installations - the resposnible person - for each fixed installation and yes, this person must make available the defined documentation when required by law.
It is the responsibility of each member state to establish who this person should be and so I guess the promulgation will happen via publication of the law/statutory instrument in each member state.
