Don't underestimate the ingenuity of buyers to obtain something 
different from what Engineering specified, at a saving of 0.001 cent per 
million. Or something that has worked OK for 18 months and then fails 
dismally because the manufacturer, without telling anyone, switched to 
another factory, which uses a different adhesive, varnish, potting 
compound, ...
