I fear Mr. Murphy is looking over my shoulder.  We just replaced a resistor
because it fused too many times, in a product that has been in production for
years.  I wonder now if the engineer intended it to do just that.  expletives

Indeed, it does work, but unfortunately it's normally acceptable only if 
the resistors are specified as 'fusible resistors'. The reason is that, 
if they are just ordinary resistors, those from some manufacturers will 
fail open circuit without problems whereas others may burn up and burn 
the printed board.

Some test houses consider that they have discretion to accept resistors 
of specified types that do always fail open-circuit without significant 
burning.
