Ignoring the noise level from personal (e.g. MP3 player) headsets, where in the UK regulations is this differentiation made between general external noise at work and noise from headphones (used at work)? UK regulation SI 2005/1643 states the absolute maximum exposure for workers is 87dB(A) daily average or 140 dB(C) peak. (Lower action limits being 80 dB(A) and 135 dB(C)). The regulations don't mention headsets, so by implication they are included - yes/no? (the UK regulations don't apply to non-work situations, so you can have your music blaring as much as you like in your headphones!) Not contradicting you John, just interested, as we supply equipment which feeds sounds into army headsets for training "squaddies", and I've always assumed the UK noise at work limits apply whether you are wearing headphones or not. (or even ear-defenders!)
