And this is in fact the CW level the setup must produce during test calibration to be assured of a properly 80% AM modulated output. In a side note, some have trippedd over using a square wave to 100 percent modulate a signal generator for some MIL-STD and DO-160 tests. 100 percent AM produces a peak RMS voltage twice the carrier.
