Not all computers have just low voltage in the cpu area. Sometime ago there was a vintage of PCs that brought the primary AC voltage into the main cpu area to the power switch located on the front of the computer. I even crossed paths with one where the power switch was not centered in it's mounting hole and the power switches terminal shorted out to the metal case in time. As the user turned it on, the primary AC voltage was routed to the case of the computer and to the safety ground. The user received a shock a moment before the line cord went up in smoke and tripped the circuit breaker. The generic computer was purchased from a corner computer store. Neither the computer or the line cord had any safety certifications. Shortly after the user bought the computer, the store burnt down due to arson by its owner. So the store was gone by the time the incident occurred.
