Be careful here. The report should not be discredited. Note that the Shanghai Daily credits the report to Eastday.com, which appears to be related to the Shanghai Daily. The Eastday report is only two paragraphs, two sentences, while the Shanghai Daily report is four paragraphs, four sentences. And, the Eastday report mentions the Shanghai Daily news. (A bit circular.)
So, we don't have good information other than a man was electrocuted, and the computer is blamed as the source. If the man had computer savvy, he may very well have removed the power supply from the computer, taken off the cover, and re-connected it to the computer. (I would agree that it is highly doubtful that the voltages outside the power supply would be sufficient for the reported symptoms -- even for a body covered with sweat.) A severe and long-duration electric shock may very well result in blood in the nostrils. Rather than bruises on the legs, I would expect to see welts and burns created by high current at the points of contact to the source. Maybe the word "bruise" is a translation problem.
