One more point, according to one of our power supply vendors active in
the commenting process, I understand that the federal legislation
supersedes the state legislation.  In effect we have harmonization...

Look carefully at Oregon's requirements and those of H6.

9 states had passed energy efficiency legislation over the past couple
of years mostly mimicking California.  The requirements ranged from
identifying the efficiency to requiring certification and marking,
depending on the state.

As of December, the federal government moved from voluntary (energy
star) to mandatory, effective July 2008.  Interestingly, the limits are
mandatory, but the standards do not come on line for another few years.
And in July of 2007, it was reported that there was an existing law that
required a 3 year transition period for this new law.

Here is an excerpt from what was then the pending legislation:

The Energy Policy Act of 2005 required the Secretary to issue a
determination by August 8, 2008 on whether energy conservation standards
should be developed for external power supplies.  If on track, the
earliest that energy conservation standards would be issued is 2011.
And, since manufacturers have 3 years (by law) to update their products,
the earliest that external power supplies would have to comply with new
energy efficiency standards would be 2014.

I have not been able to find that "other" law requiring a transition
period.  The version the President signed does not reference another law
that a transition period can be gleaned from.  Anybody seen this "other"
law?

The Federal requirements basically match the California requirements.
California has been mandating more efficiency for external supplies for
a
while.  The Federal requirements starting July 1, 2008 match the
California
requirements for the same date.  California has had slightly less
stringent
requirements in effect for a while.  See pages 130 - 131 (positions 139

If you are far behind the US Federal requirements, you may already be
violating California requirements.

Hello All,
I just became aware of a (supposedly) new US federal requirement for
"External Power Supplies" (EPS) that goes into force in July 2008
mandating
minimum energy efficiency compliance.


The website listed as "Energy Star Program Requirements for Single
Voltage
External Ac-Dc and AC-AC Power Supplies, Version -2" (
www.energystar.gov/ia/partners/prod_development/revisions/downloads/eps_
prog_reqs_d1v2.pdf
) is no longer valid, and there are no apparent links to any "government
Site".  This listed Energy Star website appears to be totally
voluntarily
and not a federal requirement.


Question: Does anyone know the actual date of the publication of this
law
in the Federal Register, the scope of Actual Law as passed, and the real
requirements of the law ???


I have not been able to locate the actual law and determine it's
specific
requirements or applicability to what classes of devices it is applied
to
(i.e.: consumer only - or does it apply to laboratory and industrial
equipment also)


A Google search turned up about 200K items but no actual reference to a
real law.


Does anyone out there know if this is real or another bogus Blog by EDN.
