Electrical Appliance and Material Safety Law (a.k.a. "DENAN")
would not cover most of the machines for semiconductor industry.
List of the product categories regulated under the Law can be
found at:

  http://www.meti.go.jp/english/policy/denan/procedure/


Products which utilize high frequency energy (> 10kHz) of 50W
or more would be regulated under the Radio Law, and goverment
authorization would be required for every item of the product
before putting them into service.
