Yes Brian there is much confusion! Australia/New Zealand planned implementation in Oct of this year and EU not far behind. EU will up the standards to "V" 2 years after the implementation of efficiency standards of "IV".

My employer, and some other power supply mfrs, have had hi-eff component supplies on the market for years, but all the industries that we sell to (IT, medical, and instrument) just want it now, want the cost to be just above dirt, and yet want it super-simple (although some of our custom medical stuff has lots of bells and whistles). And almost no one wants a leading-edge, uber reliable, hi-eff power supply; so they remain expensive. You get what you pay for... 2. My employer, and several competitors, are developing small units to meet the 85% operating eff and the 0.5W off-line mode requirements. Most power supply mfrs were not, until recently, allowed to commit engineering resources to design units that conform to energy stds because, other than several non-federal governments, there was no clear indication that this legislative edict would be issued, and that it would effect a large enough scale that would 'force' the creation of a market for these units. That is, almost none of you wanted to buy hi-eff stuff until the Peoples Republic forced you too... I know that this does not answer the OP question. But, I think the compliance community needs to be aware of the basis of this messy situation. Also, for the next year or so, there will be confusion on energy compliance. Efficiency level IV is required July of this year; the bill was signed into law in December, providing only a 6 month transition period. A number of power supply manufacturers for mid range supplies (50W) seem to be challenged to meet the standby limit. Would anyone care to identify vendors that they have had success with in providing level IV compliant mid range supplies?
