Our current interest is in transformers.  The requirement is given in W,
not VA.  If we are looking for a 50-60 VA power supply, when do we run
out of runway for the 1/2W standby spec. in terms of core, or is it
simply a matter of how big can we stand?

AC-AC supplies? Like a transformer?  Is the off-load limit of 0.5 W true

watts or VA? If it's true watts, you may be able to meet it with an 
oversize transformer core, depending on what output VA you want.
