Neil's approach would be ok if the Access Point (AP) had a modular 
approval, but I would assume the AP has a product approval.

I understand that the AP is not modified but it is now part of a 
different product with a different model number.  For Industry 
Canada, the minimum requirement would be to modify the existing 
listings for the AP to add the new model number of the final 
product.  For FCC I am guessing you would need a whole new 
approval.  For Europe, while you might not need to re-test and rely 
on what the original AP manufacturer did, Country Notifications might 
need to be made for the new product.

There are also warnings, statements and other regulatory info from 
the original AP manual that needs to go into the new product's manual.

Finally, it could well be that the AP has different software tailored 
for the country (regulatory domain) it is intended to be used in.  An 
EU AP typically cannot be sold in the US because it can operate on 
channels 12 and 13 in the 2.4 GHz band, and operation in those bands 
typically violates the FCC's rules.
