Hello Grace, I have no idea about the referenced appendices. However, I believe that information on the line probe can be found in ANSI C63.4 section 4.1.3 which covers voltage probes that can be used as an alternate to LISNs.

I don't know if there is an appendix in the FCC Rules. I took a quick look at the 1984 47CFR Part 15 Subpart J - Computing Device , pp 506-512. There is no appendex in that subpart.
