In my version of 61000-4-2 it states that "The EUT and ESD generator
(including any external power supply) shall be grounded in accordance with
their installation instructions."

Hi Ian,

I would argue that the only purpose of the HCP is for injecting noise into
your EUT. I would consider it an error to hook any grounds to this. I await
correction :-)

We are  testing a product which is made of metal and due to the size of it l
have a table top test set up very similar to that shown in Figure 4 of the
standard EN61000-4-2:2009. 
  
The unit is sitting on insulation 0.5mm thick on the horizontal coupling
reference plane. 
  
In service this product sits in a steam line and has hardwired earths
connected to earth for functional reasons,  I have connected these earths to
the horizontal coupling plane, is this correct ? The standard does not appear
to give any guidance on this matter, but it seems the only logical solution.
